Haigh's book is information dense, yet very thorough. I can't think of anything that should have been covered but wasn't, and it's all there in less than 300 pages. Consequently, I think it makes a strong reference book for someone already very familiar with the material who doesn't need a lot of hand holding.
The downside to this information density is that it's not the easiest text book to learn from. Some of the information you'd typically want to see listed, such as means and standard deviations of some distributions, are left as exercises. Even though answers are provided in the back, these are really sketches of answers, plus it means that information isn't always where one expects it. On top of this, few of these exercises are easy. They are not designed to reinforce familiarity with the material, they are more designed to push the boundaries of the text. Honestly, there are more than a few of them that even with the answer sketches provided, I still don't know how to work them out. If I were using this as a text for any but the most advanced students, I'd expect to have to cover quite a bit of supplemental material, and I expect I'd want to come up with supplemental exercises.
For the autodidact with a very strong math background (junior or senior college math major or higher), this can work as a text book, although it doesn't provide a lot of help in reinforcing key points. Other sources would come in handy for this, and, in general, I suspect there are probably texts out there that will tend to ingrain the material more strongly than this one. As a refresher or reference for someone with a good grasp of this material, I expect this would be excellent. For an instructor, I believe this book could be a good starting point for an upper level class, but I would expect one would want to do a lot of supplemental preparation around it.
